14-238 Sheriff’s Misdemeanor Probation Program Reports Successes And Efficiencies In First Year -To Include Over $155,000 Collected In Victim Restitution

What:
The Pinellas County Sheriff’s Misdemeanor Probation Unit is celebrating the one year anniversary since taking over the contract from The Salvation Army in the fall of 2013.

As one of only two Sheriff’s Offices in the state of Florida to handle Misdemeanor Probation, PCSO is highlighting several successes and efficiencies including the following:
- Collection of over $155,000 in restitution for victims and victims’ families
- New technology and additional resources to include risk assessments, GPS and continuous alcohol monitoring, cognitive behavior classes, substance abuse evaluations, and urinalysis lab under one roof, used to target high risk probationers in order to assist them in successfully completing the terms of their probation
- Revenues from probation service fees exceeding expenses by about $400,000 making the program self-sustaining

When:
The Sheriff’s Office started operating the Misdemeanor Probation program on September 2, 2013.

Where:
The Sheriff’s Office operates the Misdemeanor Probation program for all of Pinellas County.

Why/How:
The Misdemeanor Probation Unit has made the collection of victim restitution a priority. In order to accomplish this, members of the unit make every attempt to apply monies received towards victim restitution, first (prior to other court costs or fees). As a result in its first year of taking over the program, the Sheriff’s Office has collected $155,560 in victim restitution.

In order to avoid a “one size fits all” approach to supervision, a risk assessment is conducted on all probationers. Increased monitoring (GPS and continuous alcohol monitoring) and various other resources are then directed towards those at a higher risk of re-offending, to help them be successful in meeting their sentencing requirements. For example, probationers are required to take anger management and cognitive behavior classes that focus in areas such as shoplifting prevention. Substance abuse evaluations (some may qualify for reduced rates) and services are also available. The community service component is accomplished with a priority on county government work assignments.

Additionally, the Misdemeanor Probation Unit has a state-of-the-art Urinalysis Lab on-site. This allows probationers easy access to the lab in order to provide samples and to stay in compliance of no illegal narcotics or alcohol.

Probation supervision costs an offender approximately $55 a month (not including their court costs) which is at a reduced rate compared to other area counties. With that, the Unit not only pays for itself from offender fees, but this year revenues will exceed expenses by about $400,000.

“When local officials first met with me with the idea of transferring oversight of misdemeanor probation to the Sheriff’s Office I admit I was concerned the program had the potential to be a fiscal disaster,” said Sheriff Gualtieri. “However, after a year of hard work evaluating and implementing policies, I believe the people of Pinellas are better off because the program now pays for itself and those with misdemeanor crimes have more resources than ever to help them on the path to being productive members of society.”

The Pinellas Sheriff’s Office is only the second Sheriff’s Office in the state to supervise misdemeanor probationers. The unit currently supervises about 2,200 individuals on Misdemeanor Probation and over 400 individuals on Pre-Trial Diversion. The Unit provides increased hours on weekdays (5 days a week, 10 hours a day) and provides Saturday hours as well for those who have weekday jobs. Probationers are required to check-in once a month. The Sheriff’s Office Probation Unit separated the intake facility from the reporting and restitution office, for better service to probationers. This upcoming year the Misdemeanor Probation Unit plans to expand their service in community corrections with the hiring of a Deputy and a Licensed Clinical Social Worker.

14-239 Detectives Seek Public’s Assistance In Identifying Grand Theft – Shoplifting Suspect

What:
Detectives assigned to the Burglary/Pawn Unit are seeking the public’s assistance in locating a grand theft shoplifting suspect who stole two security camera kits from a St. Petersburg Walmart.

When:
The theft occurred on Saturday, September 6, 2014 at approximately 4:47 a.m.

Where:
The theft occurred at the Walmart located at 10237 Bay Pines Blvd. in St. Petersburg.

Why/How:
Detectives assigned to the Burglary/Pawn Unit are seeking the public’s assistance in locating a grand theft shoplifting suspect who stole merchandise from a St. Petersburg Walmart store.

According to detectives, the suspect drives through the Walmart parking lot and parks in a front parking space. The suspect exits the vehicle on the passenger’s side. Once the suspect exits the vehicle the vehicle is observed to driving around the parking lot.

The suspect enters the store and begins to push a cart through the entrance. After a short time inside the store, the suspect is observed exiting the store with two security camera kits in his hands.

The suspect then gets into a silver sedan waiting for him at the entrance with the rear passenger door open.

The suspect is described as a white male, approximately 25 to 35 years old. He was last observed wearing a black t-shirt, long camouflage cargo shorts, a baseball cap and black “Van” type shoes.

The suspect is observed exiting and entering a silver 4-door sedan, possibly a late 90’s model Honda.

The investigation continues.

14-240 Post #900 Takes 1st Place In Team Shooting Event At Florida Association of Police Explorers Delegates Meeting and Pistol Competition

What:
Twenty members of the Pinellas County Sheriff Office Explorer Post #900 participated and placed  in events at the Florida Association of Police Explorer’s Delegate’s training event and pistol competition. The Explorers took first place overall in the Team Shooting competition.

When:
The training event and pistol competition took place September 12 through the 14th, 2014.

Where:
The event was hosted by Seminole County Sheriff’s Office at the Seminole County shooting range.

Why/How:
Explorer Posts from around the state met for a full day of training. The scenario based training consisted of many different scenarios covering a variety of law enforcement topics including: domestic violence, shoot don’t shoot, suicidal subject and police ambush scenario calls.

During the individual shooting competition, Explorer Captain Kelley Butterfield won 1st place and Explorer Major Spencer Shaw won 3nd place in the Expert Division. In the Marksman Division Corporal Luke Baker won 1st place and Lieutenant Lauren Paschall won 2nd place.

Explorer Major Spencer Shaw, Explorer Captain Kelley Butterfield, Explorer Lieutenant Lauren Paschall, and Explorer Corporal Luke Baker participated in the Team Shooting Event and took 1st Place Overall.

The Sheriff’s Office is very proud of the members of the Explorer Post 900 for their commitment, hard work and dedication to training.

 

14-241 Public’s Assistance Needed To Identify Two Grand Theft Suspects Who Stole Kayak

What:
Detectives assigned to the Burglary/Pawn Unit are seeking the public’s assistance in locating two grand theft shoplifting suspects who stole a kayak from a St. Petersburg Walmart.

When:
The theft occurred on Sunday, September 7, 2014 at approximately 1:23 p.m.

Where:
The theft occurred at the Walmart located at 10237 Bay Pines Blvd. in St. Petersburg.

Why/How:
Detectives assigned to the Burglary/Pawn Unit are seeking the public’s assistance in locating two grand theft shoplifting suspects who stole a kayak from a St. Petersburg Walmart store.

According to detectives, the suspects are dropped off in front of the Walmart located at 10237 Bay Pines Blvd. in St. Petersburg on Sunday, September 7, 2014 at approximately 1:23 p.m.

Suspect #1 is observed removing the wire lock from kayaks located in the front of the store, while suspect #2 enters the store,  acting as a look out. Suspect #1 then loads a 12 foot green Journey SS kayak onto a cart and proceeds to walk back to the pick-up truck in the parking lot.

Suspect # 2 quickly exits the store, walks to the truck and assists in loading the kayak into the bed of the truck.

Suspect #1 is described as a white male, approximately 35-45 years old, thin build, bald or shaved head with multiple tattoos on his legs and arms. He was last observed wearing a white t-shirt with unknown graphics, black shorts and black shoes.

Suspect #2 is described as a white male, approximately 24-32 years old, thin build, brown hair and multiple tattoos on his legs and arms. He was last observed wearing a red sleeveless t-shirt, black shorts, white frames sunglasses with blue lenses, a camouflage baseball cap with orange lettering and black open-toe sandals.

The suspect vehicle appears to be an older model Chevy pick-up truck (possibly 1993-1997), extended cab, red/dark red in color with a silver diamond plate toolbox in the truck bed. The truck appears to be driven by a white female.

The investigation continues.

14-242 Detectives Arrest Man For One Count Child Neglect After Leaving 5-month-old Home Alone

Victim is a 5-month-old male, known to the suspect. Per Fl. Statute 119, no further information will be released that would tend to identify the child.

What:
Detectives assigned to the Crimes Against Children Unit have arrested a man for one count of child neglect after a 5-month-old in his care died after being left home alone on two separate occasions for an extended period of time.

When:
The suspect was charged for one count of child neglect on Wednesday, September 17, 2014. The crime occurred on or around July 3, 2014. The child died on July 5, 2014 at a local hospital.

Where:
The crime occurred at a private residence in unincorporated St. Petersburg.

Why/How:
Crimes Against Children detectives began investigating the crime after the 5-month-old male victim was found unresponsive in his cradle on July 3, 2014. The child was transported to a local hospital and was pronounced dead on July 5, 2014.

Through various investigative techniques it was determined that the suspect, 29-year-old Jason Walker was left to care for the 5-month-old on July 3, 2014. During this time, he left the victim home alone in his cradle on two occasions, for an extended period of time, while ran errands around town.  When the suspect returned to the home the child was found in the cradle, unresponsive, lying face down on a blanket.

Final autopsy results from the Pinellas County Medical Examiner’s Office determined the cause of death to be asphyxiation.

On September 17, 2014, detectives charged Jason Walker with one count of Child Neglect. Walker was already housed at the Pinellas County Jail, after being arrested on September 2, 2014 on unrelated charges.

The investigation continues.

What:
Detectives assigned to the Burglary/Pawn Unit have arrested three shoplifting suspects who stole merchandise from a Seminole department store in June.

When:
The theft occurred on Sunday, June 15, 2014 at approximately 12:00 p.m. The suspect, Dominuque Adams was arrested on September 10, 2014. The suspects Ashley Simmons and Kendra Adams were arrested on September 17, 2014.

Where:
The theft occurred at the Burlington Coat Factory located at 7351 Seminole Blvd. in Seminole.

Why/How:
Detectives assigned to the Burglary/Pawn Unit have arrested three shoplifting suspects who stole merchandise from a Seminole department store in June.

According to detectives, the three suspects entered the Burlington Coat Factory located at 7351 Seminole Blvd. in Seminole at approximately 12:00 p.m. on Sunday, June 15, 2014. The three female suspects were observed attempting to conceal the stolen items while walking out of the store.

Through various investigative techniques and tips received, the three suspects were identified as 27-year-old, Dominique Adams, 22-year-old Ashley Simmons and 28-year-old Kendra Adams.

The three suspects were arrested and each charged with one count of grand theft.

The investigation continues.

What:
The Pinellas County Sheriff’s Office is set for its twelfth installment of “Operation Medicine Cabinet.” The event is being held in conjunction with DEAs National Take Back Day.

The event is an opportunity for citizens to safely discard unused or expired prescription medications; and is a multi-agency effort aimed at addressing the problem of prescription drug abuse and keeping a clean environment.

Operation Medicine Cabinet events began in May 2009 and have been held semi-annually.

When:
The event is scheduled from 10:00 a.m. to 2:00 p.m. on Saturday, September 27, 2014.

Why/How:
Operation Medicine Cabinet, in conjunction with the National Take Back Day, will be held on Saturday, September 27, 2014 between 10:00 a.m. and 2:00 p.m.

Citizens are invited to stop by any one of the 7 listed locations during the designated times to drop off their unused and expired prescription medications for safe collection and disposal – no questions asked.

Operation Medicine Cabinet is designed to educate the public and raise awareness about the problem of prescription drugs abuse. The problem has reached epidemic proportions, with prescription drugs as the number one abused drug in the United States, surpassing all other illicit drugs.

Please be aware that no bio-hazards or needles will be accepted and that the program is intended for private citizens of Pinellas County and not for commercial use.

As a reminder, drop off sites are not located inside the stores (Westfield & Winn Dixie) but in the parking lot area. Residents should look for a law enforcement presence at each of the selected drop-off sites.

Also, please be aware that the drop-off containers inside the Pinellas County Sheriff’s Office Central Station (Largo) and North District Station (Dunedin) will be temporarily closed during the county wide event.

14-245 M.A.I.T. Investigates Vehicle Vs. Bicyclist Crash In Seminole; Bicyclist Sustains Life-Threatening Injuries

What:
Deputies assigned to the Major Accident Investigation Team (M.A.I.T.) have responded to investigate a vehicle vs. bicyclist crash. The bicyclist sustained life threatening injuries in the crash.

When:
The crash occurred at about 11:45 p.m. on Saturday, September 20, 2014.

Where:
The crash occurred at Seminole Boulevard and 53rd Avenue North in Seminole.

Why/How:
According to deputies, 37-year-old Francisco Gutierrez was riding his bicycle northbound on the sidewalk (on the west side) of Seminole Boulevard. Deputies say as he crossed 53rd Avenue he was struck by a 2006 Ford Escape that was heading west on 53rd. That vehicle was driven by 30-year-old Brittany Herrmann of St. Petersburg.

Gutierrez was transported by ambulance to Bayfront Medical Center for treatment of life threatening injuries.

Gutierrez was not wearing a helmet and sustained head injuries as a result of the crash.

Deputies say neither alcohol nor speed appear to be a factor.

The investigation continues.

What:
Members of the Pinellas Sheriff’s Special Victims Unit, the Clearwater Police Department and the Department of Homeland Security (as part of the Clearwater/Tampa Bay Human Trafficking Taskforce) were awarded the 2013-2014 Florida Missing Children’s Day Law Enforcement Task Force/Team of the Year. The award recognizes exceptional or extraordinary efforts in a missing child investigation.

When:
The members received the award earlier this month (September 2014).

Where:
The award was presented at the State Capitol in Tallahassee.

Why/How:
The Clearwater/Tampa Bay Human Trafficking Task Force, comprised of the members and law enforcement agencies listed above were recognized earlier this month for their exemplary work in a 2013 online sexual predator case in which the suspect intended to take the victim, a 16 year-old female, out of state with the intent of sexually abusing her.

The multi-agency investigation led to the arrest of Carlos Santiago Garcia of Oldsmar (DOB 04/16/1992)on December 15, 2013. The arrest of the suspect was made in Clearwater as he and the victim were putting luggage into the trunk of his car.

Garcia was arrested for interference with child custody, traveling to meet a minor, possession of marijuana, possession of drug paraphernalia and use of computer services prohibited.

The Task Force was recognized in this award for their proactive sharing of information. The investigation illustrates how local and federal law enforcement working together by sharing information, ideas and responsibilities stopped an online predator from taking the minor out of state for the purpose of engaging her in unlawful sexual activity.

14-248 Sheriff’s Office Warns Pinellas Residents About Telephone Scam Targeting The Elderly

What:
Detectives assigned to the Economic Crimes Unit are warning Pinellas residents of a telephone scam that informs seniors a loved one is in trouble and asks them to wire money to different locations to help the loved one.

When:
The calls are made at all times of the day and various days of the week.

Where:
The calls are received on both home and cell phone numbers of the victims. The victims are instructed to send money via a wire transfer to different locations.

Why/How:
According to investigators, a group of individuals are targeting elderly residents in Pinellas County. The telephone scam has been in existence for a while and has been called several different names.

During the phone scam, the caller identifies themselves as a relative or someone trying to help a relative. The caller is careful to not initially mention a specific person’s name, instead engages the victim as if they are the victim’s grandchild or similar type relative. Eventually the confused victim will mention their relatives name while trying to gather additional information.

At times the callers will describe the relative as being in an accident, getting arrested, needing to pay fines or a lawyer and/or having some sort of gambling debt which needs to be paid immediately.

The caller will ask for the money to be sent to distant locations, some times out of the county. The suspects will then send a running with fake identification to pick up the funds, work with a collusive merchant or use other methods to avoid being caught.

Detectives encourage residents, if a call such as this is received, verify the identity of the person calling before completing any transaction. Speak to another relative, law enforcement or other trusted source for assistance. Also consider using your personal bank for the completion of any valid reason to send money.

14-249 Detectives Arrest Teen For Capital Sexual Battery On Victim Under Five Years Old

The victim is a 4-year-old female who was known to the suspect. Per Fl. Statute, no further information will be released that would tend to identify the victim.

What:
Detectives have arrested a teenager for one count of Capital Sexual Battery on a victim under the age of five.

When:
The incidents occurred on two separate occasions, prior to it being reported on September 25, 2014.

Where:
The crime occurred at a private residence in Pinellas County.

Why/How:
Detectives began their investigation on Thursday, September 25, 2014 after the victim disclosed to deputies that she had been sexually battered by the suspect. Deputies were speaking with the victim during an unrelated call and contacted detectives once the victim disclosed that the suspect had sexually battered her on two separate occasions within the past two weeks while she was in his care.

Through various investigative techniques, detectives assigned to the Crimes Against Children Unit, identified the suspect as 15-year-old Matthew Wilson. Detectives met with Wilson on September 25, 2014 and he admitted to the allegations.

Wilson was charged with one count of Capital Sexual Battery and was transported to the Pinellas Juvenile Assessment Center (PJAC) without further incident.

Seven K9s and their partners recently completed two months of K9 detector training.

Where:
The K9s and their partners were from four different Pinellas County agencies. Their training was held at the Pinellas County Sheriff’s Office K-9 Compound located at 3410 118th Avenue in Pinellas Park.

When:
The K9 detector training school began on August 4, 2014 and concluded on September 25, 2014.

How/Why:
Seven K9 teams from four Pinellas County agencies recently completed their two month long K9 detector school. The detector school began on August 4, 2014 and concluded on September 25, 2014. K9 teams from the Pinellas County Sheriff’s Office, Tarpon Springs Police Department, Pinellas Park Police Department, Largo Police Department and Clearwater Police Department took part in the training held at the Pinellas County Sheriff’s Office K9 Compound located at 3410 118th Avenue in Pinellas Park.

The 320 hour course trained the K9s to detect either drug odor or explosive material odor. All of the teams are currently patrol certified and have been working patrol K9 related tasks, to include tracking and suspect apprehension for the past year to two years. Once the K9 teams show proficiency in their patrol related tasks they are able to be dual certified in the skill of drug or bomb detection.

The K9’s assigned detection specialty is determined based on the needs of their agency. The K9s are trained to alert to the presence of multiple drug odors or multiple bomb odors. The K9s are made familiar with the odors they will be trained to detect and imprinted as a rewarding odor through various retrieve type exercises with scented “tug towels.”

The K9s are not the only one learning new skills. Their handlers are taught topics regarding K9 training and behavior, K9 senses, record keeping, court room testimony, legalities of detection deployments and drug or bomb material recognition.

In order for the K9 team to successfully complete their training and graduate, the K9 has to demonstrate clear alert behavior to the trained odors and tracing them to a source. The handler must then demonstrate the ability to properly interpret those behaviors. All the teams must also pass a proficiency examination proctored by independent FDLE Certified K9 Evaluators.

All seven K9 teams that took part in this recent training have passed their evaluations and are now dual certified.

What:
A four-day operation, which sought out individuals who chat with “minors” on line for the purpose of meeting them and engaging them in sexual activity, has resulted in a total of 10 arrests. The operation named “Operation Cyber Justice” was a partnership between the Pinellas County Sheriff’s Office and the Clearwater Police Department. Multiple agencies, listed above, contributed personnel to the operation.

When:
“Operation Cyber Justice” ran for 10-hour shifts for four days beginning Thursday, September 25, 2014 and concluded on Sunday, September 28, 2014.

Where:
The operation command center was run from the Pinellas County Sheriff’s Office, Sheriff’s Administration Building located at 10750 Ulmerton Road in Largo.

Why/How:
The Pinellas County Sheriff’s Office, Clearwater Police Department and partnering agencies conducted “Operation Cyber Justice” between Thursday, September 25, 2014 and Sunday September 28, 2014. The four day operation ran in 10-hour shifts. Through the course of the operation, investigators posed as minors on various websites, including classified pages, social media and chat rooms.

During the operation, investigators established a rapport with the subjects where the subjects would arrange to meet with the “minor” for the purpose of sexual activity. “Operation Cyber Justice” resulted in the arrests of 10 individuals. Suspects were arrested on a variety of charges to include Traveling To Meet A Minor, Transmission Of Material Harmful To Minors, Battery on LEO, Resisting with Violence and Possession of Marijuana.

This is the third operation in Pinellas County this year targeting online sexual predators who are trying to meet and have sex with children. In each of the previous operations we arrested in excess of 20 people, and in the recent Florida Sheriff’s Taskforce operation, over 130 people who were preying on kids for sex were arrested.

“During this weekend’s operation we arrested 10 people, which is significantly less than previous operations,” Sheriff Gualtieri said. “This is good news that law enforcement’s efforts are modifying the behavior of these child sexual predators, who have been seeking sex with minors through the internet. Despite our progress, we will continue to detect and arrest people seeking sex with kids through the internet— we will protect our kids and these operations will continue.”

14-253 Detectives Arrest Man In Ninja Mask For False Imprisonment Of Woman In Her Home

Victim is a 52 year-old female, who is not known to the suspect. Per Florida Statute 119.071 (2)(h)1 no further information will be released that would tend to identify the victim.

What:
Detectives assigned to the Robbery/Homicide Unit have arrested a man after he entered a private residence, attacked a woman in her bedroom, held her against her will and attempted to sexually batter her. The woman was able to get away from the suspect. She sustained minor bumps and bruises in the attack.

When:
The suspect was arrested on September 29, 2014.

The crime occurred during the early hours of September 29, 2014.

Where:
The crime occurred at a private residence in Palm Harbor.

Why/How:
According to investigators, the suspect, later identified as 29-year-old Nick James Nardelli, entered the Palm Harbor residence through an unlocked door and approached the female victim’s bedroom. Detectives say the victim, a 52-year-old female, felt someone watching her and when she opened her eyes saw the intruder in her bedroom doorway. She described the suspect as being dressed in a Ninja mask.

Detectives say Nardelli jumped on her bed in attempt to pin her down. The victim was able to roll away and the two then became engaged in a struggle as the suspect attempted to pull her arms behind her back. Detectives say Nardelli managed to get a zip tie around on one of her wrists. According to detectives, the victim continued to fight back until the suspect left the residence.

The suspect got into his car and crashed it into a sewer drain at 1870 Whispering Way in Tarpon Springs. The car sustained damages and could not be driven. Deputies were dispatched to this location to a report of a suspicious person. Nardelli was arrested nearby a short time later for loitering and prowling.

A 911 call was also received from the female attack victim and detectives assigned to the Robbery/Homicide Unit were called to investigate.

Detectives were able to connect the incidents after they discovered a Ninja mask along with gloves, zip ties and duct tape in a nearby trash bin; and  located a Walmart receipt in the suspect’s vehicle for items to include a hammer, a costume, gloves and ties.

During the interview the suspect admitted to the crime and told deputies he had fantasized about raping the victim.

Detectives say that while the suspect did not know the victim, he had targeted her.

Detective arrested Nardelli for Loitering and Prowling, Burglary/Battery, False Imprisonment, Attempted Sexual Battery, Possession of Burglary Tools. He was transported to the Pinellas County Jail without further incident.

14-257 Explosive Device Located In Sand Near St. Pete Beach Resort

What:
A visitor to St. Pete Beach was walking the beach with a metal detector when he located what appeared to be an explosive device in the sand. Sheriff’s deputies responded to the scene and the Hillsborough County Sheriff’s Office Bomb Squad took possession of the device.

Where:
The incident occurred on the beach near the Sirata Beach Resort, located at 5300 Gulf Blvd. in St. Pete Beach.

When:
Deputies responded to the incident at approximately 10:00 a.m. on Thursday, October 2, 2014.

How/Why:
According to deputies, 60-year-old Clifford Vogan was using his metal detector while walking on St. Pete Beach. He was approximately 20-feet offshore when he located what appeared to be a grenade.  Deputies were contacted and the explosive device was moved to a safe location. Deputies evacuated surrounding areas of the beach near the Sirata Beach Resort located at 5300 Gulf Blvd. in St. Pete Beach.

Members of the Hillsborough County Sheriff’s Office Bomb Squad responded to the scene and determined the device to be an inert military device that appeared to have been in the water for some time, as it had barnacles and corrosion around it. The Bomb Squad took possession of the device which will be destroyed at a later date. The evacuation in the area was then lifted.

14-258 Detectives Investigate Shooting At Motel In Unincorporated Clearwater

What:
Detectives assigned to the Robbery/Homicide Unit are currently investigating a shooting that occurred at a motel in unincorporated Clearwater. The male victim was shot multiple times and was transported to a local hospital with non-life threatening injuries.

When:
The incident occurred at approximately 9:41 p.m. on Thursday, October 2, 2014.

Where:
The incident occurred at the America’s Best Value Inn Motel located at 28596 US Hwy. 19 North in unincorporated Clearwater.

Why/How:
According to deputies at approximately 9:41 p.m. the suspect entered the victim’s motel room and shot the victim multiple times before fleeing the scene on foot. Deputies arrived on scene and the victim was transported to a local hospital with non-life threatening injuries.

A search of the area was conducted and deputies located a revolver handgun.

Deputies are working to identify the suspect at this time.

According to detectives, this does not appear to be a random act of violence and believe the victim and the suspect are known to each other.

What:
Detectives assigned to the Crimes Against Children Unit have arrested a Sheriff’s Office employee for child abuse after he used excessive physical discipline on the child on multiple occasions over the last two years. As a result the child sustained scarring.

When:
The suspect was arrested on Monday, October 6, 2014.

The crime is alleged to have occurred over a period of two years from 2012 through 2014.

Where:
The crime occurred in Pinellas County to include at the home of the victim in Largo.

Why/How:
Crimes Against Children detectives began investigating the allegations on September 12, 2014 after the victim disclosed to a family that for years he had been repeatedly disciplined by the suspect, identified as 41 year-old Willye Shaw.

Through their investigation, detectives were able to uncover that on multiple occasions over a period of approximately two years, Shaw made the child strip down to his boxer shorts and struck him repeatedly with a belt. Deputies say the beatings left a six inch scar on his right arm; and a circular scar along with two smaller scars on his left knee.

Detectives say following an interview, the suspect admitted to striking the child with a belt.

Deputies developed probable cause and arrested Shaw for one-count Child Abuse. He was transported to the Pinellas County Jail without further incident.

Shaw is a Technical Support Specialist for the Pinellas County Sheriff’s Office. He is currently on administrative leave without pay pending the outcome of an Administrative Investigation.

14-261 Pinellas County Sheriff’s Office Awarded $47,960 Grant To Target Teen Distracted Driving; Check Presentation Held Today

What:
The Pinellas County Sheriff’s Office School Resource Officers (SRO) Unit has received a $47,960.00 grant from the State Farm Youth Advisory Board to target distracted teen drivers. The program called Targeted Response Against Distracted Drivers or #TRADD is being developed to educate teens on the fatal realities of distracted/impaired driving, while providing a service-learning opportunity for SADD members, who will – through the standard outline of the #TRADD program and the guidance of SROs – assist in the development of a school specific program for their peers.

Representatives from State Farm Insurance and their Youth Advisory Board were on hand and made the official check presentation to the Sheriff’s Office.

When:
The check presentation was held at 3:00 p.m. on Tuesday, October 7, 2014.

The program is currently in stages of development and will be launched in early 2015.

Where:
The check presentation was held at the Sheriff’s Administration Building located at 10750 Ulmerton Road in Largo.

Once development is complete, the program will be implemented at six Pinellas County High Schools at which the Sheriff’s Office currently has SROs deployed.

Why/How:
The program being developed will follow a two-part structure:

Part one will immerse students in an environment consisting of the finality of life with a funeral in progress. The program opens with a speaker giving a eulogy and others speaking of a loved one lost due to a crash involving a driver that was distracted, speeding or under the influence. Survivors, responsible drivers, family members and friends of victims will discuss the impact the tragic event has had on their lives.

In part two, students will view a crashed vehicle, providing another perspective of the impact of such events. This phase will also consist of three interactive exercises: students will use a pedal car in conjunction with fatal vision goggles demonstrating the effects of various levels of impairment on driving; students will use a simulation vehicle to traverse courses while texting and while handling other distractions; and students will attempt to walk a straight line or place objects in designated spots while wearing fatal vision goggles to demonstrate the effects on impairment on everyday tasks.

The program will be launched in early 2015.

14-263 M.A.I.T. Investigates Single Vehicle Crash In Safety Harbor

What:
Deputies assigned to the Major Accident Investigation Team are conducting an investigation into a single vehicle crash that occurred in Safety Harbor.

When:
The crash occurred at about 5:30 a.m. on Thursday, October 9, 2014.

Where:
The crash occurred at occurred at Phillipe Parkway and Church Street in Safety Harbor.

Why/How:
According to investigators, the driver identified as 75-year-old Paul Lares was traveling south on Phillipe Parkway when his vehicle veered across the northbound lane and off the roadway striking a Pinellas County Highway solar powered crosswalk sign, a Verizon wire box, and a City of Safety Harbor No Left Turn sign.

Following the crash, the driver was transported by ambulance to the Mease Countryside Hospital. Investigators say it appears he had a serious medical episode prior to the crash. There was minor damage to the vehicle.

Northbound Phillipe Parkway was closed until about 8:30 a.m. on October 9th as the investigation was conducted.

14-264 Three-Month Investigation Nabs Pair For Scheme To Defraud And Dealing In Stolen Property

What:
Detectives have arrested two suspects in connection with a scheme to defraud and dealing in stolen property case, – after the two conducted exchanges of stolen items for property from the City Food Mart store located in St. Petersburg.

When:
The suspects were arrested on October 8, 2014 following a 3-month long investigation.
The crime occurred over a period of at least a year.

Where:
The crime occurred at the City Food Mart located at 5028 66 Street North in St. Petersburg.

Why/How:
On July 30th of this year, detectives assigned to the Burglary and Pawn Unit received information that the City Food Mart located on 66th Street North was exchanging store products for property.

In an undercover operation, detectives conducted exchanges of items represented as stolen for store products and cash with the owner of City Foods identified as 40-year-old Christine Travis. Throughout the course of the investigation detectives established rapport with the owner and were subsequently  introduced to Travis’ boyfriend 50-year-old JD Travis Miller, who also exchanged “stolen” products with undercover detectives. Detectives say Travis told them Miller would also “wheel and deal.”

Detectives conducted several exchanges which resulted in five dealing in stolen property transactions with the couple. Detectives say the products of interest were primarily electronics and tools.

According to detectives, in conversation Miller also advised that if the detective obtained an E.B.T. card with benefits, they could do fraudulent transactions. He further offered the undercover detective fifty cents on the dollar. This resulted in a total of four fraudulent transactions with the suspects in the amount of $534.95.

Detectives conducted a search warrant on October 8, 2014 and recovered multiple stolen items from both residential and vehicle burglaries to include a laptop, a pistol, and tools. Twenty-one grams of Marijauana, 20 oxycodone pills, other drug paraphernalia and $900 in cash were also seized.

Travis and Miller were arrested subsequent to the execution of the search warrant and were transported to the Pinellas County Jail without further incident. The arrest charges are listed above.
